Auditor General shall conduct a comprehensive cost study of Arizona online instruction, examining administration, technology, personnel, and curriculum costs, including federal funding sources.

Cost study must analyze the percentage of online courses taught in real time by human instructors, average spending per course type, and average class sizes.

Study shall determine funding amounts generated by the school finance formula for online students and how much money follows students to their school of attendance.

Auditor General shall identify areas where Arizona can reduce or eliminate administrative and reporting requirements for online instruction.

$150,000 appropriated from state general fund to the Auditor General's office for fiscal year 2020-2021 to conduct the study; section repeals December 31, 2021.
