Amends procedures for designating "subsequent irrigation non-expansion areas" where groundwater is insufficient to reliably supply irrigation for 100 years, allowing consideration of future changes to withdrawal rates.

Requires petitions to include a numeric groundwater flow model and hydrologic report signed by a registered professional geologist or engineer, submitted within one year of receiving the petition form from the county recorder.

Establishes that irrigation users eligible to petition must be landowners (not lessees) who irrigated two or more acres within the five preceding years and are capable of future irrigation.

Limits irrigation to acres that were irrigated during the five years before the hearing notice is published, with the limitation continuing until the director makes a final determination.

Specifies that the director's final order is not appealable but is subject to judicial review starting on the thirty-first day after publication; only petitioners and those who submitted evidence at the hearing may seek judicial review, limited to issues they raised.
