Amends section 41-1722 to clarify that concealed weapons permit fund monies may be used by the Department of Public Safety for administering the permit process and paying the department's operating expenses.

Amends section 41-1724 to add reporting requirement that the Department of Public Safety submit the entire expenditure plan for the gang and immigration intelligence team enforcement mission border security and law enforcement subaccount to the joint legislative budget committee before spending monies.

Amends section 41-1752 to allow monies in the Arizona highway patrol fund to be used for the pharmaceutical diversion and drug theft task force in addition to highway patrol operations.

Extends authorization for the Department of Emergency and Military Affairs to use up to $1,250,000 from the military installation fund to construct a readiness center through fiscal year 2021-2022 (previously expiring in 2020).

Allocates $400,000 from the gang and immigration intelligence team enforcement mission fund in fiscal year 2020-2021 to the county sheriff of a county with a population between 800,000 and 2 million persons.
