HB2903 Summary

• Allows the state to provide less than $2 in matching funds per dollar raised from student registration fee surcharges for the Financial Aid Trust Fund in fiscal year 2020-2021, notwithstanding existing statutory requirements.

• Permits state aid for science, technology, engineering and mathematics (STEM) and workforce programs at community college districts for fiscal year 2020-2021 to be determined by the general appropriations act rather than statutory formula.

• Allows operating state aid for community college districts for fiscal year 2020-2021 to be specified in the general appropriations act rather than determined by existing statutory eligibility and limit requirements.

• Enacted as Chapter 50 of the 2020 Arizona legislative session, approved by the governor on March 28, 2020.
