• Authorizes the Arizona water protection fund commission to grant up to $336,000 from unobligated fund balance to the department of water resources for administrative costs in fiscal year 2020-2021.

• Allows the department of environmental quality to use up to $6,531,000 from the underground storage tank revolving fund for administrative costs and remediating sewage discharge issues in Naco, Arizona and other border areas.

• Permits the Arizona navigable stream adjudication commission to use monies from the Arizona water banking fund to pay legal fees in fiscal year 2020-2021.

• Caps the appropriation from the state general fund to the water quality assurance revolving fund at $15,000,000 for fiscal year 2020-2021.

• Freezes vehicle emissions testing fees for Area A at fiscal year 2019-2020 levels and allows the director of water resources to increase service fees up to $100,200 in fiscal year 2020-2021, both without rulemaking requirements until July 1, 2021.
