Appropriates $16 million from the capital outlay stabilization fund to the department of administration for building renewal and major maintenance and repair of state buildings, with up to $275,000 annually for five FTE positions.

Appropriates $30 million to the state department of corrections from various funds (general fund, Arizona correctional industries fund, corrections fund, and others) to replace locking, HVAC, and fire suppression systems at Lewis and Yuma state prison complexes.

Appropriates $378.733 million from the state highway fund to the department of transportation for statewide highway planning, construction, rights-of-way acquisition, and debt service payments on highway construction bonds.

Appropriates $30.9 million from the state aviation fund to the department of transportation for planning, constructing, and improving state and local airports.

Requires department reports on capital project status and expenditures; establishes June 30, 2022 reversion date for unexpended appropriations; exempts highway and airport appropriations from joint committee on capital review requirements.
