House Bill 2911 Summary

• Department of Economic Security may implement alternative benefit eligibility and employer contribution requirements for unemployment insurance consistent with federal guidance for individuals and employers affected by coronavirus disease 2019.

• Increased benefits charged to employer accounts resulting from alternative COVID-19 eligibility cannot be considered when fixing employer contribution rates for the unemployment compensation fund.

• Department may adjust eligibility requirements for shared work plan participants during federal emergency declaration, except individuals cannot have normal weekly hours reduced by more than 80 percent.

• Department is exempt from rulemaking requirements under Arizona Revised Statutes title 41, chapter 6 during the federal emergency declaration period.

• Bill applies retroactively from March 10, 2020 and takes effect immediately as an emergency measure.
