Appropriates $51,405,835 from federal child care development fund block grant to Department of Economic Security for forgivable loans to licensed child care facilities for reopening, operating, rental/lease payments, and sanitation/protective equipment.

Appropriates $13,600,000 to Department of Economic Security for Arizona enrichment centers.

Appropriates $3,000,000 to Department of Health Services to waive licensure renewal fees for licensed child care facilities.

Requires loan amounts based on per-child enrollment as of February 2020, with monthly proration for facilities that cease operations before the required six-month service period.

Mandates reporting to legislature by August 1, 2020, February 1, 2021, and August 1, 2021 on expenditures, facility types, counties served, and loan repayment amounts, with rulemaking exemption for one year.
