Notes that fresh fruit and vegetable imports from Mexico comprise 45% of commercial imports into Arizona and are significant to the state's agricultural industry.

Points out that Texas has four ports of entry and California has two ports of entry offering seven-day-a-week agricultural import service, while Arizona lacks this capability.

States that seven-day port operations would level the competitive playing field and enable Arizona to compete more effectively in agricultural and other industries.

Directs the Arizona Secretary of State to transmit copies of the memorial to the President of the U.S. Senate, Speaker of the U.S. House of Representatives, and all Arizona members of Congress.
