AZ HCR2001

Repeals Arizona Revised Statutes sections 15-751, 15-752, 15-753, 15-754, and 15-755 relating to English language learner program requirements.

Requires school districts and charter schools to identify primary/home language of all new students and assess English language proficiency of non-English speakers using methods prescribed by the superintendent.

Mandates each public school ensure English language learners receive high-quality education, master the English language, and have access to research-based language programs.

Requires the state board of education to adopt research-based structured English immersion models with minimum daily/weekly English language development time: 120 minutes daily (600 weekly or 360 annually) for K-5 and 100 minutes daily (500 weekly or 300 annually) for grades 6-12.

Allows school districts and charter schools to establish dual-language immersion programs for both native and nonnative English speakers and submit for voter approval at the next general election.
