AZ HCR2003

Repeals existing sections 15-751, 15-752, 15-753, 15-754, and 15-755 of Arizona Revised Statutes relating to English language learner programs.

Requires school districts and charter schools to identify primary/home language for new students and assess English language proficiency using assessments prescribed by the superintendent of public instruction.

Mandates that English language learners receive high-quality education, master the English language, and access research-based language programs.

Requires the state board of education to adopt and approve structured English immersion models with minimum daily English language development requirements: 120 minutes per day (K-5) and 100 minutes per day (6-12).

Authorizes school districts and charter schools to establish dual-language immersion programs for both native and non-native English speakers and submit to voters as a ballot proposition.
