Proposes a constitutional amendment requiring disclosure of original sources of all major contributions ($5,000 or more) used for campaign media expenditures in Arizona elections.

Applies disclosure requirements to persons making campaign media expenditures exceeding $20,000 for statewide campaigns or $10,000 for other campaigns during an election cycle, with initial disclosure required within 5 days of reaching threshold.

Defines "original source" as funds derived from wages, investment income, inheritance, or revenue from selling goods or services, excluding funds from donations, contributions, or gifts.

Grants Arizona Citizens Clean Elections Commission authority to promulgate rules, conduct investigations, issue subpoenas, and impose civil fines of not less than the amount of undisclosed contributions and up to three times that amount for violations.

Allows Arizona voters and organizations to file complaints with the Commission and pursue private legal action for violations, with prevailing complainants entitled to recover attorney's fees and costs.
