Proposes constitutional amendment to Article IV, Part 1, Section 1 requiring initiative measures to embrace only one subject with matters properly connected thereto, expressed in the title.

Adds provision that if an initiative measure contains a subject not expressed in the title, the measure is void only as to that portion not embraced in the title.

Updates archaic language throughout the initiative and referendum section, replacing "per centum" with "percent" and modernizing pronoun references.

Requires submission of the proposed amendment to Arizona voters at the next general election under Article XXI procedures.
