Repeals sections 9-500.39 and 11-269.17 of Arizona Revised Statutes relating to short-term and vacation rental regulations at the city and county level.

Amends Section 12-1134 to exempt regulations of vacation rentals and short-term rentals from triggering landowner compensation claims for diminution in property value.

Modifies Section 42-1125.02 to establish civil penalties for online lodging operators failing to comply with tax licensing requirements, ranging from $250 for first offenses to $1,000 for subsequent offenses.

Updates Section 42-5042 to require online lodging operators (including vacation and short-term rental owners not using online marketplaces) to obtain and display transaction privilege tax license numbers on all rental property advertisements.

Submits the measure to Arizona voters at the next general election per Article IV of the Arizona Constitution.
