Proposes amendment to Article IX of Arizona Constitution to establish a new section 26 governing special agency funds administered by self-supporting regulatory agencies.

Requires all monies in special agency funds to be subject to annual legislative appropriation and restricts their use to agency administration and enforcement only.

Prohibits agencies from spending more than the amount appropriated to them from their special agency fund in any fiscal year, unless legislature provides otherwise.

Allows unexpended or unencumbered balances at fiscal year-end to remain in the special fund rather than reverting to the state general fund.

Prohibits the legislature from appropriating or diverting special agency fund monies to different agencies or funds unless at least two-thirds of members in each house vote to do so by roll call.
