Proposes amending Arizona Constitution Article IV, Part 1, Section 1 to require that every initiative measure shall embrace only one subject and matters properly connected therewith, with the subject expressed in the title.

Provides that if any subject in an initiative measure is not expressed in the title, the initiative measure becomes void only as to the portion not embraced in the title.

Requires the Secretary of State to submit this constitutional amendment to voters at the next general election per Article XXI of the Arizona Constitution.

Maintains existing initiative and referendum procedures including signature requirements (10% for measures, 15% for constitutional amendments), filing deadlines, and ballot provisions.
