Proposes amending Arizona Constitution Article IX, Section 21 to change the base fiscal year for calculating school district and charter school aggregate expenditure limits from 1979-1980 to 2020-2021.

Modifies the aggregate expenditure limitation calculation by adjusting the 2020-2021 local revenue expenditures for changes in student population and cost of living, then multiplying the result by 1.10.

Updates definition of "local revenues" to include charter schools alongside school districts and community college districts throughout the constitutional provision.

Requires the Economic Estimates Commission to determine and publish the aggregate expenditure limitation for all school districts and charter schools by May 1 of each year.

Allows the legislature to authorize expenditures exceeding the limitation for a single fiscal year by concurrent resolution with a two-thirds affirmative vote from each house.
