Amends Arizona Revised Statutes section 36-2817 to establish allocation rules for the medical marijuana fund.

Requires 50% of medical marijuana fund monies to be used for administering and enforcing the medical marijuana chapter.

Directs 50% of medical marijuana fund monies to be transferred to the state department of corrections for substance use disorder treatment beds and mental health beds.

Clarifies that monies in the medical marijuana fund do not revert to the state general fund at the end of a fiscal year.

Submits the measure to Arizona voters at the next general election for approval.
