Enacts a measure for voter approval regarding classification of students for tuition purposes at Arizona universities and community colleges.

Allows students who meet federal deferred action for childhood arrivals (DACA) eligibility criteria to qualify for in-state tuition, without requiring them to have actually applied for or received DACA status.

Requires students to have attended high school in Arizona for at least three years and graduated from an Arizona high school or obtained a general equivalency diploma in the state.

Permits persons without lawful immigration status who meet the criteria in the bill to receive in-state tuition at any Arizona university under the board of regents or community college.

Directs the Secretary of State to submit the proposition to voters at the next general election.
