Amends section 48-4203 of the Arizona Revised Statutes regarding powers and duties of stadium district boards of directors.

Prohibits districts established under section 48-4202, subsection B from contracting with or paying any individual or entity for lobbying activities as defined in section 41-1231.

Maintains existing requirements for districts to provide public outreach and education, keep public records, report annually to the legislature, and present capital projects exceeding $500,000 to the joint legislative committee on capital review.

Confirms that directors, officers, and employees of the district remain subject to Arizona's conflict of interest laws under title 38, chapter 3, article 8.

Clarifies that the state and other political subdivisions are not liable for the district's financial or other obligations.
