Amends section 48-4203 of Arizona Revised Statutes regarding powers and duties of stadium/multipurpose facilities district boards of directors.

Lowers the threshold for Joint Legislative Committee on Capital Review (JCCR) project review from $500,000 to $100,000 for construction or reconstruction projects affecting district real property.

Requires districts established under section 48-4202(B) to present projects exceeding $100,000 for JCCR review before proceeding with construction or reconstruction activities.

Maintains existing requirements for district board reporting to the legislature by October 1 annually and provisions regarding conflicts of interest for directors, officers and employees.
