Requires the secretary of state's instructions and procedures manual for elections to be approved by the governor's regulatory review council instead of the governor and attorney general before issuance by December 31 of each odd-numbered year preceding a general election.

Exempts the secretary of state's instructions and procedures manual from the impact statement and appeal procedures specified in section 41-1056.01.
