Amends Arizona Revised Statutes sections 16-547 and 16-550 to clarify early ballot procedures and signature requirements.

Requires printed instructions to early voters to include notice that ballots will not be counted without the voter's signature on the envelope.

Allows county recorders to contact electors with missing ballot signatures and permits electors to add signatures no later than 7:00 p.m. on election day.

Maintains existing procedures for signature verification, requiring county recorders to contact voters with inconsistent signatures and allowing corrections within specified timeframes (fifth business day after federal elections or third business day after other elections).

Legislature declares the amendments are clarifying changes only and do not substantively change existing law.
