Amends section 41-713, Arizona Revised Statutes, regarding the telecommunications fund established for the telecommunications program office.

Requires the department of administration to prepare an annual report accounting for all monies deposited in the telecommunications fund, their sources, and their use during the preceding fiscal year.

Mandates the director post the annual telecommunications fund report on the department's website for public access.

Maintains existing provisions that monies in the telecommunications fund are exempt from lapsing appropriations under section 35-190.
