• Prohibits employment of noncertificated persons who have had disciplinary action imposed by the state board and persons with suspended, surrendered, or revoked certificates in positions requiring a valid fingerprint clearance card.

• Requires school districts and charter schools to annually submit lists of certificated and noncertificated employees to the department of education.

• Establishes reporting requirements for immoral or unprofessional conduct by both certificated and noncertificated persons, with protections against unlawful retaliation for good-faith reporting.
