Amends Arizona law to add "deafblind" as a defined population served by the Commission for the Deaf and the Hard of Hearing.

Defines "deafblind" as persons who are deaf or hard of hearing with central visual acuity of 20/200 or less in the better eye with corrective lenses, or a field defect with peripheral diameter no greater than 20 degrees, whose combined hearing and vision loss affects communication and environmental awareness.

Expands the Commission's duties to include the deafblind population in all informational, consultation, and program review functions.

Requires the Commission to make recommendations on statutory changes needed to develop and support statewide newborn hearing loss screening programs.

Requires the Commission to recommend assessment standards that optimize language acquisition and literacy development of deaf and hard of hearing newborns, infants and children.
