Changes the extraordinary special education needs fund from subject to legislative appropriation to continuously appropriated, and allows the Department of Education to retain up to 2% of fund monies for administration.

Establishes eligibility for fund awards requiring school districts and charter schools to demonstrate pupils have incurred costs of at least three times the statewide per pupil funding average in the current year.

Revises the application and claims process to require detailed cost documentation, demonstration of efforts to seek other funding sources, and allows claim revisions during the same fiscal year for additional expenses.

Implements quarterly claims evaluation with prioritization based on the difference between claimed amounts and total funding received, and requires the Department to adopt annual policies and procedures including the statewide per pupil funding amount used for calculations.

Requires annual reporting to the Governor, Legislature, and Joint Legislative Budget Committee detailing the number of funded claims, how monies were used, and total claims received; appropriates $5,000,000 to the fund for fiscal year 2020-2021.
