Amends Arizona Revised Statutes Title 44, Chapter 9 by adding Article 27 to regulate tobacco product advertising.

Prohibits advertising or displaying tobacco product advertisements on outdoor billboards located within 1,000 feet of schools or public playgrounds.

Defines "electronic smoking devices" to include e-cigarettes, e-cigars, e-pipes, vape pens, e-hookahs and their components or substances intended for aerosolization, excluding FDA-approved drugs and devices.

Allows local jurisdictions to adopt more restrictive or complete bans on tobacco product billboard advertising that supersede state restrictions when conflicts arise.

Permits anti-tobacco messaging within 1,000 feet of schools and playgrounds, but prohibits advertisements promoting tobacco use even if they include anti-tobacco messages.
