Amends Arizona criminal law statutes (13-101 and 13-101.01) to clarify the purposes of criminal law in the state.

Adds two new purposes to the criminal law: promoting truth and accountability in sentencing, and making victims and communities whole through restorative justice principles while holding offenders accountable through rehabilitative means.

Modifies section 13-101.01 to emphasize that the government's response to criminal conduct should focus on effective public safety measures, including restorative justice principles when possible.

Maintains existing purpose of identifying and removing from society individuals convicted twice previously of violent or aggravated felony offenses who continue to threaten public safety.

Makes technical corrections to grammar and language throughout the statute (changing "upon" to "on," "which" to "that," "insure" to "ensure").
