Amends the definition of "historical prior felony conviction" in Arizona Revised Statutes section 13-105 to change the lookback period for class 2 and 3 felonies from 10 years to 6 years preceding the present offense.

Changes the lookback period for class 4, 5, and 6 felonies from an unstated period to 5 years preceding the present offense.

Clarifies that time spent on absconder status while on probation, escape status, or incarcerated is excluded when calculating whether a prior offense falls within the applicable lookback period.

Specifies that certain serious offenses (dangerous offenses, criminal enterprise violations, aggravated DUI, and crimes against children) remain historical prior felony convictions regardless of when committed.

Maintains that any third or subsequent felony conviction, or any out-of-state felony involving a deadly weapon or serious physical injury, qualifies as a historical prior felony conviction regardless of when committed.
