Requires courts to inform individuals convicted of felony offenses at sentencing that their right to vote is automatically restored upon discharge from probation or absolute discharge from imprisonment.

Amends section 13-907 to provide automatic restoration of voting rights on final discharge for first-time felony offenders, without requiring an application or payment of victim restitution as a condition.

Amends section 13-908 to establish automatic restoration of voting rights upon final discharge for individuals with prior felony convictions or unpaid restitution, while other civil rights restoration remains discretionary.

Applies automatic voting rights restoration to individuals convicted in federal district courts upon discharge from probation or absolute discharge from federal imprisonment.

Excludes firearm possession rights from automatic restoration provisions; firearms restoration remains subject to court discretion under section 13-910.
