Establishes the Arizona Election and Ethics Commission consisting of six members appointed by the governor, statewide officials, and legislative leadership, with four-year terms beginning January third Monday.

Transfers campaign finance investigation and enforcement duties from the Secretary of State to the new commission beginning in 2021, including oversight of committees supporting or opposing candidates, ballot measures, recalls, and statewide initiatives.

Grants the commission authority to investigate complaints, conduct hearings, impose civil penalties up to $5,000 for violations of campaign finance and ethics laws, and issue advisory opinions on election-related matters.

Authorizes the commission to investigate ethics complaints against candidates for statewide or legislative office and elected state officials, excluding judicial conduct, election results, and legislative qualification disputes.

Establishes the commission as a temporary entity that terminates July 1, 2030, with the relevant statutory provisions repealed January 1, 2031.
