Allows counties to conduct mail ballot elections for any election administered by that county, including federal, state, and local elections.

Requires a county board of supervisors vote of approval before conducting a countywide mail ballot election, and mandates that 60% or more of the county's registered voters be on the permanent early voting list.

Counties, cities, towns, or school districts conducting mail ballot elections must report annually to the president of the senate and speaker of the house of representatives by January 1.

Required reports must include voter turnout changes, cost comparisons to traditional elections, program improvement suggestions, mail ballot irregularity frequency and severity, voter satisfaction, and number of nondeliverable ballots.
