Mandates that school districts and charter schools seeking to offer sex education must conduct public review processes including two public hearings over a 60-day period before approving any curriculum.

Establishes that sex education instruction cannot violate obscenity laws, normalize sexual conduct between minors, or suggest any type of sexual conduct between minors is safe or without risk.

Requires schools to provide parents with detailed notification at least two weeks before sex education instruction begins, including information about materials, outside entities involved, and parental opt-in requirements.
