Amends Arizona Revised Statutes Section 15-901 to allow part-time high school students reported as homeschool students to be counted as 0.25 average daily membership when enrolled in a single course.

Exempts from this homeschool provision students enrolled in Arizona online instruction under Section 15-808 or dropout recovery programs under Section 15-901.06, which have different counting rules.

Applies specifically to part-time high school students taking one subject meeting at least 180 hours for a 180-day school year; does not affect students in traditional online or recovery programs.

Modifies school finance calculations by allowing homeschool students with single-course enrollment to receive fractional funding rather than the standard part-time student allocation.
