Adds "spina bifida" as a qualifying condition for developmental disability determination under Arizona Revised Statutes section 36-551.

Defines spina bifida as a neural tube defect occurring when a person's neural tube fails to develop or close properly before birth, with severity depending on factors including the size of the spinal opening and location on the spine.

Includes spina bifida alongside existing qualifying conditions of cognitive disability, cerebral palsy, epilepsy, and autism for developmental disabilities services eligibility.

Adds a new definition (subsection 39) for spina bifida and renumbers subsequent definitions accordingly.
