Amends Arizona Revised Statutes section 39-121.01 to require that custodians of public records must obtain a requesting person's name, address, telephone number, and email address before disclosing any public record.

Allows custodians to require advance payment for copying and postage charges when a person requests that records be mailed.

Updates terminology throughout the statute to use contemporary language (changing "shall be" to "is," "which" to "that," etc.).

Maintains existing provisions regarding public access to records, record preservation responsibilities, and indexing requirements for withheld records.

Clarifies that access to public records is considered denied if the custodian fails to promptly respond to a request or fails to provide an index of withheld records.
