For voters or their agents depositing two or more early ballots at a polling place, establishes new requirements: voters must present identification matching the ballot affidavit, and agents must provide written attestation that they are a family member, household member, or caregiver.

Makes minor technical changes to Arizona election law language, including replacing "his" with gender-neutral terms and changing "shall not be construed to permit" to "does not allow."
