Amends section 41-5401 of Arizona Revised Statutes to modify the duties and reporting requirements of the Workforce Arizona Council.

Changes language in subsection B from passive construction (e.g., "the development") to active voice (e.g., "developing") for eight council duty areas related to workforce planning, policy review, and system improvements.

Adds a new requirement in subsection C for the council's annual report to include outcome-based performance measures produced pursuant to subsection E.

Requires state agencies and community colleges to submit necessary information to the council by November 1 each year to enable compilation of the annual report by December 1.

Establishes in subsection E that the Workforce Arizona Council shall coordinate with state agencies and community colleges to produce outcome-based performance measures for all state workforce development programs.
