Appropriates $19,000,000 from the state general fund in fiscal year 2020-2021 to the Department of Veterans' Services for constructing a veterans' home facility in Mohave county.

Funds may only be expended if the department secures irrevocable commitments from the federal government to cover at least 65 percent of total project costs.

Appropriation is exempt from standard lapsing requirements but must revert to the general fund if unspent by June 30, 2024.

Bill is designated as an emergency measure effective immediately upon passage.
