Amends Arizona Revised Statutes Section 28-7212 regarding the disposition of public roadways.

Requires joint action between county boards of supervisors before disposing of a county roadway that forms a boundary line between two counties.

Allows a county board of supervisors or the state to abandon a county or state highway within an incorporated city or town by resolution, notwithstanding joint action requirements but subject to existing contract obligations.

Changes reference from "the" to "a" contract in the statute language as a technical correction.
