• Amends Arizona Revised Statutes Section 15-459 regarding school district consolidation elections and voting requirements.

• Changes the canvassing standard for consolidation elections involving a union high school district with two or fewer common school districts to require a majority of total votes cast statewide, rather than a majority in each district.

• Modifies ballot language and voting procedures for consolidations that simultaneously consolidate and unify multiple common school districts with a union high school district.

• Clarifies that when a common school district consolidates with a union high school district, non-consolidating common school districts become independent districts not within a high school district and must pay tuition for high school pupils.

• Makes the amended statute effective December 31, 2022.
