Expands theft statute (A.R.S. § 13-1802) to create inference of intent to deprive vulnerable adults when property is taken without adequate consideration.

Establishes specific inference when vulnerable adult transfers more than $10,000 to a nonrelative known less than two years, unless transfer is a valid written loan, charitable donation, or from someone in the business of making loans.

Provides three affirmative defenses: property given consistent with prior gift-giving pattern, consistent with pattern to class of individuals, or approved by superior court before transaction.

Grants state grand jury jurisdiction over violations of title 13 or 46 when victim is a vulnerable adult as defined in A.R.S. § 13-3623 or § 46-451.

Makes amendments to section 13-1802 conditional on satisfaction of conditions in Laws 2018, chapter 298, section 12.
