Senate Bill 1135 - Summary

• Amends Arizona election law to allow use of electronic vote adjudication systems at counting centers to determine voter intent on blank or partially marked ballots and to tally write-in votes, subject to certification under section 16-442.

• Requires electronic vote adjudication boards consisting of two judges (equally divided between the two largest political parties) overseen by an inspector to operate the adjudication feature.

• Mandates electronic vote adjudication systems create and retain comprehensive logs of all digital duplication and adjudication actions, track original ballots and digital duplicates with serial numbers, and retain both versions.

• Includes electronic vote adjudication features in tabulation system logic and accuracy testing requirements.

• Declares the act an emergency measure operative immediately upon enactment.
