Establishes a dental insurance transparency study committee consisting of three senate members, the director of the department of insurance and financial institutions, one state board of dental examiners member, three licensed dentists, and representatives from dental insurance organizations and insurers.

Committee shall review interactive systems used by dentists and insurers for enrollment confirmation, benefit determination, and claims management.

Committee shall analyze benefit predetermination and prior authorization practices, assess overpayment handling by dental insurers, and review other issues affecting dental care access and cost-effective insurance.

Committee may hold public hearings, conduct factfinding tours, and request data from the department of insurance and financial institutions to fulfill its responsibilities.

Committee must submit a report of findings and recommendations to the governor, president of the senate, and speaker of the house by November 1, 2020, with the committee repealing December 31, 2020.
