Requires each retail pharmacy in Arizona to annually compile and post the cash-pay prices for the 25 most frequently prescribed drugs, including insulin and epinephrine auto-injectors, at pharmacy locations and online.

Adds coverage for up to 10 program hours annually of diabetes outpatient self-management training services when prescribed by a primary care practitioner for newly diagnosed diabetes patients or those with changes in diagnosis, medical condition, or treatment regimen.

Specifies that monies from the hospital assessment fund may not be used to provide diabetes outpatient self-management training services.

Requires the Arizona State Board of Pharmacy to survey retail pharmacies regarding cash-pay prices for insulin and epinephrine auto-injectors and submit a report to state leadership by December 1, 2020; this survey provision repeals June 30, 2021.
