Appropriates $28,000,000 from the state general fund in fiscal year 2020-2021 to the department of transportation for replacing and expanding the Gila River bridge on Interstate 10.

Funds cannot be spent until the transportation board adopts a five-year transportation facilities construction program that includes the Gila River bridge replacement project.

If the board does not adopt a program with sufficient funding for the bridge project by June 30, 2021, the entire $28,000,000 appropriation reverts to the state general fund.

The appropriation does not lapse until the project is completed or abandoned, or a full fiscal year passes without expenditure or encumbrance (except for the June 30, 2021 reversion deadline).

Exempts the appropriation from review by the joint committee on capital review.
