Amends section 36-2907.06 of Arizona Revised Statutes regarding the Arizona Health Care Cost Containment System (AHCCCS) program for qualifying community health centers.

Establishes a new graduate medical education (GME) program effective October 1, 2020, to reimburse qualifying community health centers with approved primary care GME programs for direct and indirect costs.

Requires the administration to adopt rules for distributing appropriated GME monies and to report annually to the joint legislative budget committee on new residency positions created, including those in rural areas and physicians locating practices in Arizona.

Authorizes coordination with local, county, tribal governments and Arizona universities to leverage additional matching federal monies for primary care GME programs and positions, with reports to legislative leadership on contributed funds and federal matching amounts.
