Establishes the tribal nations green energy fund to receive 25% of transaction privilege tax (TPT) revenues collected from Indian reservations, with funds distributed as grants up to $1,000,000 per tribal nation for renewable energy and infrastructure projects.

Modifies distribution of TPT revenues from reservation sources to allocate 25% to the new tribal nations green energy fund and credit the remainder to the state general fund.

Updates section 42-5031.01 to clarify limitations on TPT revenue distributions to qualifying Indian tribes for community college maintenance and capital expenses, capping distributions at $1,750,000 for a single college or $875,000 for additional technical colleges.

Amends section 41-194.01 to adjust subsection references regarding state treasurer withholding of shared revenues when counties, cities, or towns violate state law.

Provides the Department of Revenue with a one-year exemption from rulemaking requirements to implement the tribal nations green energy fund grant program.
