Requires cities, towns, and counties to include a 208/240-volt, 50-ampere, NEMA 14-50 branch circuit with dedicated electric vehicle charging outlet in new single-family residential structure building permits (in garage or within 10 feet of outside parking space).

Exempts from the electric vehicle charging requirement: manufactured homes, structures under 1,000 square feet, structures without off-street parking, and structures where adding a 50-ampere circuit would exceed 200-ampere main service capacity.

Prohibits cities, towns, and counties from requiring applicants to hold a transaction privilege tax license or business license as a condition for issuing a building permit.

Prohibits enforcement of permit requirements on subsequent owners for unpermitted construction or additions completed by prior owners, except for violations affecting public health or safety.

Amends sections 9-467 and 11-321 of Arizona Revised Statutes to apply these requirements to both city/town and county building permit processes.
